Building Access and Work Hours

Summary of Provisions

RS staff may work with their team leaders to establish work schedules within normal RS working hours. A fair amount of flexibility is provided for; actual schedules must be approved by the team leader.

Normal working hours in Resource Services are between 7:00 AM and 6:00 PM, Monday through Friday. Scheduled work hours outside of these times may be possible depending upon building hours AND team leader approval. Special arrangement work hours, regular or make-up, may be possible depending upon building hours AND team leader approval. Alternative work arrangements such as telecommuting may be applied for with whatever agreement is reached being the operative definition of work hours for that employee.

For safety and security reasons, there should not be only one person in a workspace; in Baker, two RS staff must be present. In the GLB, at least one Central and one RS staff member must be present, or two RS staff.

The Baker Building is open from 6 AM to 6 PM as defined by the building management company. At least two RS staff will have work hours that begin at 6 AM, and thus, with team leader approval, other staff may arrive and begin work as early as that time. Working after 6 PM and/or on weekends must be arranged in advance, must include at least two staff, and must be approved by the team leader. Where such approval is given, appropriate and necessary security codes, keys and elevator access will be provided on an as-needed basis.

The hours for the General Library Building are set by the Office of the University Librarian. At present, these hours define building access and thus possible work hours. The established hours are normally coincident with the public hours of the Central Library, though Monday through Friday building opening hours are set at 7:00 AM rather than 7:30. A new building access system is anticipated in the near future which will likely permit library staff ID card access to the building from the breezeway doors from shortly before 7:00 AM (Monday through Friday) until building closing; weekend hours will also be addressed. Once selected and installed, additional details will be established and communicated. There will be hours during which card access will not be possible.

Principles and Assumptions

For safety and security reasons, there should not be only one person in a workspace; In Baker, two RS staff must be present. In the GLB, at least one Central and one RS staff member must be present, or two RS staff.

There are hours during which staff are not permitted to work in the library workspaces, and there are hours when automated system maintenance may need to be performed and during which no one should be planning to work using ACORN or other library-supported automated services.

As a general rule, it is useful to have staff in the workplace during regular hours for a substantial portion of their work schedule. Training, consultation, meetings, interaction with other library staff, and team activities require that staff be present and available.

There are library and housekeeping staff who must accomplish work during hours in which other library staff do not have access to the workplace. This is required by the nature of the work they are assigned to do. And such access is only for the accomplishment of these specific assigned responsibilities. Such access is approved by the Office of the University Librarian.

Building Access Provisions

In general, Resource Services staff will have access to the building and workspaces in which they work during normal working hours and/or normal building hours. Normal working hours are discussed below. Building hours are determined by the office which has the responsibility for setting such hours and the responsibility for ensuring that the building is opened and closed at the stated times. These will undoubtedly be different in the two buildings in which RS staff are occupants, given the different purposes of the buildings; the Baker management company will set the Baker hours; the Office of the University Librarian sets the GLB hours, most often setting them to be roughly the same as the hours for the Central Library.

Resource Services staff who have assigned job responsibilities which require them to be in the building outside of normal building hours will be provided access to the building for completion of such work; this will require that they have appropriate keys/cards and/or security codes. Such staff include those listed on building emergency lists (Jody Combs, Pat Johnson, and Roberta Winjum for the Baker Building; and Flo Wilson and Jody Combs in the GLB.), and those on call for automated system emergencies and maintenance (Jody Combs, Dale Poulter, George Anglin). For other offices and spaces in both buildings, additional security/emergency contacts are designated by the unit (divisional level) as needed. Emergency situations may require the presence of other RS staff, but this would normally be initiated by someone with off-hours building access, and building entrance would then be supported by the person doing the notification.

Building and possible work hours

Building hours are set to accommodate the intended public uses of the building and reasonable work schedules for staff who work in the building.

Hours during which work should not be scheduled without special exceptions, which must be approved by RS Administration are:

Monday - Thursday: 1:00 AM to 6:00 AM
Friday: 1:00 AM to 6.00 AM
Friday: 10:00 PM to Midnight
Saturday: Midnight to 9:00 AM
Saturday: 10:00 PM to Midnight
Sunday: Midnight to 9:00 AM

Hours outside the times covered by the combination of building and working hours (for all libraries) are times during which there needs to be a reasonable expectation that staff are not working, so that automated system maintenance can be scheduled and accomplished (both scheduled and/or emergency). When such maintenance can be planned, appropriate advance notification will be provided for anyone who is known to be working under special provisions.

In addition to these non-work hours, there are hours during which the GLB and Baker will not be open. The GLB will also be closed Monday through Friday, 6:00 AM to just before 7:00 AM and Sunday from 9:00 AM to 11:00 AM. The Baker Building hours are 6:00 AM - 6:00 PM, Monday through Friday.

Working hours

Normal working hours in Resource Services are between 7:00 AM and 6:00 PM, Monday through Friday. Within this 55-hour period of time, most staff who work a 40 hour week will be able to establish a normal and stated work schedule with approval of their team leader.

For some positions and/or staff, there may be alternative work arrangements that can be established. Such schedules should be developed in consultation with and with the approval of the team leader. Telecommuting is also an alternative that may be approved in some cases. To be considered for telecommuting, the staff member should follow the established RS policy. Alternative arrangements will take into account the limitations of building and system access.

For the Baker Building, during those hours where work is possible but the building is not open, and where there are two or more people wishing and willing to work, arrangements may be made to do so with the approval of the appropriate team leader; making such arrangements is the responsibility of the employees who wish to work. These arrangements should be seen as exceptions and not regularly scheduled work hours. Keys/cards/codes will be provided as needed.
